As of 2025, the number of heat pumps installed compared to a country\u2019s population ranges hugely across Europe. This shows that there is still\u00a0massive potential<\/strong>\u00a0for greater roll-out.<\/p>\n

The top country,\u00a0Norway<\/strong>, has\u00a0632 heat pumps installed<\/strong>\u00a0for every 1,000 households, closely followed by\u00a0Finland<\/strong>\u00a0at\u00a0524<\/strong>. What\u2019s more, sales in those countries are still strong, with\u00a048<\/strong>\u00a0heat pumps sold<\/strong>\u00a0for every 1,000 households in 2024 in Norway, and\u00a033<\/strong>\u00a0in Finland \u2013 the highest levels in Europe.<\/p>\n

On the other end of the scale, around\u00a03.5 heat pumps<\/strong>\u00a0were sold for every 1,000 households in 2024 in\u00a0the UK<\/strong>\u00a0\u2013\u00a014 times less<\/strong>\u00a0proportionately than Norway. The UK now has a stock of\u00a019 heat pumps<\/strong>\u00a0per 1,000 households. The UK market is, however, one of\u00a0only three in Europe<\/strong>\u00a0to have grown last year along with\u00a0Ireland and Portugal<\/strong>, thanks to a steady support scheme for consumers.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

If all 19 European countries covered by the European Heat Pump Association\u2019s 2025 market report had sales rates in line with Norway\u2019s,\u00a010.2 million heat pumps would have been sold<\/strong>. Instead, around 2.31 million were sold in those countries.<\/p>\n

The EU\u2019s upcoming pollution tax on buildings and transport (the second\u00a0Emissions Trading System<\/strong>) \u2013 and the Social Climate Fund the revenues will be used for \u2013 can make\u00a0heat pumps and clean options affordable for citizens.<\/strong>\u00a0If combined with strong support in EU plans like the Electrification Action Plan and the Heating and Cooling Strategy, and the implementation of the 2030 climate and energy laws (\u2018Fit for 55 package\u2019), the heat pump market will grow.<\/p>\n

Overall, heat pump sales slowed in 2024 for the second year running, dropping 22% compared to 2023. The additional 2.31 million heat pumps sold bring the stock in those 19 countries to 25.5 million.<\/p>\n
